L’émergence du thème des droits humains au Nicaragua (1977-1988) : instrumentalisation et changement de paradigme

Abstract
Cet article retrace la première décennie de l’histoire du langage des droits humains au Nicaragua, depuis son émergence à la fin des années 1970. Nous exposons d’abord comment les acteurs nicaraguayens se sont tour à tour saisi de ce vocabulaire, en lui conférant des significations variées. Nous nous intéressons ensuite à ses traductions juridiques et pratiques au lendemain du triomphe sandiniste de juillet 1979. Force est de constater que ces usages des droits humains furent jusqu’alors essentiellement stratégiques. À partir de 1982, l’entrée en guerre de la Contra accentua encore davantage cette instrumentalisation, l’extrême médiatisation du thème jouant à cet égard un rôle fondamental. Dans un dernier développement, nous décrivons le tournant amorcé à partir du milieu des années 1980, à travers la valorisation de schèmes démocratiques, l’intégration du vocabulaire du droit dans les répertoires d’action et la distanciation de divers groupes militants vis-à-vis du Front. Ce basculement progressif sembla finalement marquer l’avènement d’un nouveau paradigme des droits humains au Nicaragua, qui, trois décennies plus tard, demeure néanmoins extrêmement fragile.
