Le rapport de mars met tout d'abord en évidence la compatibilité entre l'accord entre les États-Unis, le Mexique et le Canada (AEUMC) et un nouveau projet de loi mexicain visant à réduire la puissance des plateformes de médias sociaux, et analyse les développements récents dans le cadre des négociations sur la fiscalité numérique et celles sur le commerce électronique.Deuxièmement, il se tourne vers plusieurs initiatives politiques concernant la gouvernance des plateformes en ligne.L'accent sera mis sur l'Inde, la Chine, l'Australie et les États-Unis.Accords commerciaux, technologies numériques et culture Le Mexique, la loi sur les télécommunications et l'AEUMC Au Mexique, Ricardo Monreal, le chef du Mouvement national de régénération (MORENA) au sein de la Chambre haute du Parlement, a proposé un projet de loi de 52 pages visant à restreindre la puissance des plateformes de médias sociaux et à accorder un pouvoir considérable à l'Autorité régulatrice des télécommunications du pays.L'amendement proposé à la loi fédérale sur les télécommunications obligerait les entreprises de médias sociaux comptant plus d'un million d'utilisateurs, y compris Facebook, YouTube ou Twitter, à « demander l'autorisation » auprès de l'Instituto Federal de Telecommunications (IFT), le régulateur mexicain des télécommunications, afin de continuer d'opérer dans le pays.
