Abstract
L’auteur, économiste au CNRS, nous livre dans cet ouvrage son analyse sur un débat contemporain ouvert par la prise de position malthusienne de Garett Hardin dénonçant dans Science en 1968 la « tragédie des communs » dont peuvent être victime les ressources écologiques, problème déjà identifié par Aristote et mis en scène par William Forster Lloyd, économiste proto-marginaliste, soutenant l’éventualité d’une destruction de la prairie commune par surpâturage dans un essai sur le contrôle démographique publié en 1833.. Ces thèses furent reprises pour être appliquées à la gestion de la pêche par Scott Gordon, un économiste canadien promoteur du système des quotas de pêche individuels. L’ouvrage conclut sur la nécessaire évolution du droit pour que les communs constituent un moteur du changement dans nos sociétés contemporaines, sans doute par un débat démocratique qui permette de fixer le cadre institutionnel de déploiement des communs pour une république plus solidaire. C’est donc à fonder une véritable économie politique des communs qu’en appelle l’auteur pour remailler le tissu social, afin de contrebalancer les excès d’un capitalisme désormais débridé au plan mondial.
