Cadre de la recherche: L’évolution de la politique publique de soutien aux aidants informels au regard du rôle joué par les associations en France. Objectifs: Cet article a pour objectif de comprendre comment l’intervention croissante des pouvoirs publics dans l’aide aux aidants se traduit par une institutionnalisation des initiatives locales. Méthodologie: L’article s’appuie sur une approche socio-historique de la politique menée en direction des aidants informels depuis les années 80. À l’aide de documents relatifs aux politiques publiques, mais également du recensement des actions associatives, il s’agit de retracer les interactions entre le secteur public et le secteur associatif. Résultats: En l’espace de quelques années, l’État s’est fortement impliqué dans l’élaboration d’une politique active en direction des aidants grâce notamment à une recentralisation de sa politique médico-sociale. Mais, en réalité, cette politique repose sur un registre d’actions limité qui ne permet pas de soutenir à long terme le foisonnement des dispositifs mis en place localement. Conclusions: Paradoxalement, l’intervention croissante de l’État dans la reconnaissance du rôle des aidants ne se traduit pas, comme par le passé, par une institutionnalisation d’innovations locales pionnières. Dès lors que ces innovations privilégient une approche plus préventive et transversale que médico-sociale, elles peinent à bénéficier de financements pérennes. Contribution: L’analyse d’une politique publique ne peut pas se limiter à une approche par le haut. En effet, une approche par le bas s’avère complémentaire, car ce sont les interactions entre ces deux niveaux qui conditionnent la réalité.
