Abstract
Shale gas is natural gas extracted from the subsurface by a combination of directional drilling and hydraulic fracturing (HF). Both technologies as such are not new but the combination of them is. The United States and Canada have experienced significant HF of shale and exploration is also proceeding in some European Union Member States. This chapter examines the constitutional framework for regulation in all three jurisdictions, before addressing three current issues which have caught the attention of regulators, prompting regulatory changes to address public concerns about environmental and public safety impacts: HF water impacts; methane emissions; and HF induced earthquakes.
