L’article présente les débuts du projet d’université défendu par les porte-parole franco-ontariens depuis les années 1960. D’abord, l’auteur procède à un rappel des grands moments qui ont jalonné le développement de l’enseignement supérieur en français en Ontario. Ensuite, il montre comment les gouvernements, les organismes francophones et les universités bilingues se sont engagés envers le développement de l’enseignement supérieur en français. Le texte aborde les thèmes de la francisation des universités bilingues, l’élargissement de l’accès aux programmes en français, l’autonomie administrative des francophones et le réseautage des programmes en français dans une nouvelle structure. Au tournant du 21e siècle, le projet de création d’une université par et pour les francophones est apparu comme la réponse la plus cohérente à plus de 40 ans d’expérimentation de solutions plus ou moins satisfaisantes, et ce, malgré l’augmentation de l’offre de programmes en français dans les établissements bilingues. Enfin, l’article permet de dresser un bilan de la situation et d’esquisser des pistes de réflexion pour l’avenir de l’enseignement supérieur en français en Ontario.
