Depuis les réformes du Đôi Moi (Renouveau) de 1986, le secteur public vietnamien a entamé des restructurations sectorielles et organisationnelles profondes, dans l’objectif de renforcer sa compétitivité face aux entreprises privées. Placée sous la tutelle de Binh Duong, une province de la région de Hô Chi Minh Ville (Sud-Est du Vietnam), la compagnie publique Becamex est aujourd’hui devenue le bras armé du Comité populaire provincial. Prenant en charge la promotion de plusieurs zones industrielles de Binh Duong, Becamex joue aussi un rôle déterminant dans le secteur immobilier de la province, notamment dans le développement des mégaprojets urbains de cette province. À partir des années 2000, parallèlement à une réorientation en profondeur de sa stratégie de développement, désormais axée sur le concept de ville intelligente et sur l’immobilier de standing, cette entreprise publique renforce son influence politique, notamment grâce à la participation croissante de ses dirigeants au Comité populaire de Binh Duong. Dans cet article, nous montrons en quoi l’alliance formée entre Becamex et la province de Binh Duong est révélatrice de l’adaptabilité remarquable du secteur public vietnamien, qui a permis au régime socialiste de mettre en place un interventionnisme étatique souple, modulable et adapté aux particularités locales.
