Regional Service Providers’ Understandings of Rurality and Intimate Partner Violence

Abstract
Intimate partner violence (IPV) is more prevalent and chronic in rural areas in Canada and internationally. Social attitudes and understandings of IPV shape the extent to which communities tolerate violence, and the opportunities that perpetrators and victims have to end violence. This article examines service providers’ understandings of rural attitudes toward IPV drawing on semi-structured interviews with expert service providers (N=15) in two Canadian rural regional service centres, Brandon, Manitoba and Sydney, Nova Scotia. The similarities among the case studies illustrate how cultural variations of traditional gender norms and family norms embedded in rural place significantly influence attitudes towards IPV through othering and the minimization and marginalization of experiences of IPV. This research is framed in a radical feminist and anti-essentialist conceptualization, which highlights how patriarchal systems inform attitudes and subsequently the rates and maintenance of IPV. The article concludes with a discussion of service provider recommendations and their implications for rural development. Les attitudes sociales et la comprehension de la violence conjugale determinent la mesure dans laquelle les communautes tolerent la violence et les opportunites dont disposent les auteurs et les victimes pour mettre fin a la violence. Cet article examine la comprehension qu'ont les fournisseurs de services des attitudes rurales envers la VPI en s'appuyant sur des entrevues semi-structurees avec des fournisseurs de services experts (N=15) dans deux centres de services regionaux ruraux canadiens, a Brandon, au Manitoba et a Sydney, en Nouvelle-Ecosse. Les similitudes entre les etudes de cas illustrent comment les variations culturelles des normes de genre traditionnelles et des normes familiales ancrees en milieu rural influencent de maniere significative les attitudes envers la VPI a travers l'alterisation et la minimisation et la marginalisation des experiences de VPI. Cette recherche est encadree dans une conceptualisation feministe radicale et anti-essentialiste, qui met en evidence comment les systemes patriarcaux informent les attitudes et par consequent les taux et le maintien de la VPI. L'article se termine par une discussion sur les recommandations des prestataires de services et leurs implications pour le developpement rural.
