Rutas de salida de refugios para personas en situación de calle en Montevideo

Abstract
Este trabajo se plantea como objetivo general analizar procesos de salida de la situación de calle de personas que fueron usuarias de refugios para personas sin hogar, del Ministerio de Desarrollo Social (MIDES) de Uruguay durante el período 2014-2017. Tomando como referencia teórico metodológica la perspectiva de cursos de vida (Elder, 1985), se analizaron 30 entrevistas en profundidad donde se abordaron diferentes temporalidades de las trayectorias de vida y su relación con los procesos de salida de los refugios del MIDES. Uno modo de analizar comprensivamente las rutas de salida, es a través de la tipología propuesta por algunos autores que plantean tipos de salidas independientes y dependientes (Sosin et al., 1990; Piliavin et al., 1996; O’Sullivan et al., 2008). Nuestro análisis mostró que esta categorización es pertinente para el caso uruguayo, pero fue necesario readaptarla. Esto además de conllevar connotaciones conceptuales, da cuenta de la diferencia que presentan las salidas de los casos uruguayos –donde las salidas “dependientes” se sustentan fundamentalmente en las redes primarias- respecto a las de otras sociedades con mayores niveles de desarrollo en políticas de prevención, donde las salidas “dependientes” se sustentan en gran parte, con apoyos institucionales.
