Abstract
Cet article porte sur la nature du discours des syndicats d’enseignants face a la nouvelle gestion publique (NGP) dans le systeme educatif quebecois. Il situe le discours syndical de maniere transversale en analysant comment il integre et faconne differents lieux communs (categories cognitives, theories causales, topiques privilegiees) partages par la plupart des parties prenantes s’exprimant sur la NGP en education dans les medias ou la scene politique institutionnelle. Il propose une analyse de contenu des discours de ces acteurs syndicaux en tant qu’action dans le processus de concertation politique lie a la NGP en education et etudie leurs interventions en commission parlementaire. L’article montre que leur action dans ce forum a, au-dela des oppositions visibles, conforte la trajectoire neo-statiste imprimee a la NGP de l’education au Quebec. L’analyse du discours revele que les acteurs syndicaux se sont largement distancies des acteurs gouvernementaux et des principales autorites educatives face a la gestion axee sur les resultats. De facon paradoxale, le discours syndical et la dialectique des recits d’action publique lors des audiences parlementaires ont contribue a renforcer la voie neo-statiste du nouveau management public quebecois, contre une voie plus neoliberale.
