Abstract
Entre 1998 et 2005, plusieurs rapports officiels ont largement commenté la situation dégradée de la gestion des ressources humaines dans la fonction publique de l’Etat en France, la jugeant inadéquate et appelant à sa professionnalisation. La recherche examine les différents aspects du processus de professionnalisation tels que décrits dans la littérature scientifique, puis l’effectivité de ce processus, concernant les gestionnaires de ressources humaines, dans les discours officiels et dans les pratiques. Le constat est sans appel : aucune réalité n’est venue attester, ailleurs que dans les discours, le début d’une dynamique de changement par rapport aux pratiques anciennes. Pourquoi ? Le résultat des entretiens et de la recherche montre qu’aucun des acteurs concernés par un tel changement n’aurait un réel intérêt à ce qu’il advienne. Seul un changement radical dans le mode de gestion des carrières de tous les fonctionnaires, passant d’une gestion à l’ancienneté à une gestion par grande filière de métiers, rendrait réellement possible et nécessaire une professionnalisation des gestionnaires de ressources humaines.
