El Tratado de Libre Comercio de America del Norte (TLCAN), que entro en vigor el 1 de enero de 1994, es el documento basico que gobierna el comercio entre Estados Unidos de America (EUA), Canada y Mexico. Siendo el autotransporte parte importante de este documento, en el Instituto Mexicano del Transporte se decidio realizar este estudio, en el ano 2001, que proporciona informacion fundamental sobre las leyes, reglas y regulaciones que gobiernan la operacion de los vehiculos comerciales en las tres jurisdicciones. El estudio tambien identifica oportunidades para acuerdos reciprocos nuevos, mejorados o enmendados, proporcionando a la vez un manual informativo para la operacion legal de vehiculos comerciales en Texas, Mexico y Canada. Se presentan tablas y figuras, asi como la bibliografia empleada. English abstrac: The North American Free Trade Agrement (NAFTA), effective January 1, 1994, is the basic document governing trade between the US, Canada and Mexico. According to NAFTA provisions, cross border trucking was sheduled to be opened between the four US, border states and the six Mexican border states on December 18, 1995, and fixed-schedule bus service was supposed to be in operation between the US and Mexico as of January 1, 1997. However, the US goverment delayed the border opening to Mexican border carriers until additional safety issues of motor vehicles could be addresses. The Mexican goverment formally requested a Dispute Resolution Panel be installed to resolve this dispute. This study provides critical information regarding laws, rules and regulations governing commercial vehicle operations in the three jurisdictions, in the event of future implementation of NAFTA provisions. The study also identifies opportunities for new, improved, or amended reciprocal agreements, providing also an information manual for legal operation of commercial vehicles in Texas, Mexico and Canada for public distribution.
