Este artigo discute a qualidade na Educação mediante a identificação dos elementos de formação, gestão e infraestrutura tecnológica como indícios de qualidade no processo educativo na Educação Básica durante a Pandemia da COVID-19. Este artigo é um recorte da pesquisa MedTec/COVID-19 com amostra composta por 327 (trezentos e vinte e sete) docentes da Educação Básica dos vários níveis, redes e modalidades educacionais que se constituem nos respondentes do Survey aqui apresentado. Qualidade na Educação não se limita a questões de infraestrutura e formação docente, antes, é um objetivo abrangente que engloba diversas variáveis do processo. Porém, os resultados deste estudo apontam que a qualidade da Educação ofertada no Ensino Remoto Emergencial é impactada por decisões de gestão relativas à formação continuada de professores e à infraestrutura tecnológica para inserção da escola na Cultura Digital antes e durante a pandemia. O planejamento dos próximos passos da Educação Formal, com o intuito de aumentar o nível educacional, na perspectiva da qualidade e da melhoria da Educação Básica pós-pandemia, precisa considerar essas demandas da Cultura Digital.
