歴史的な農村景観の動態保全には、管理主体の保全意識と技術の向上が重要であり、日本においてはそれらを誘発するための仕組みが求められる。カナダでは、ナショナルヒストリックサイト(以下 NHSと称す)制度により、動態保全の概念にもとづいて歴史的な農村景観の保全に努めている。本論文は、NHS制度の特徴を明らかにし、歴史的な農村景観の保全をめぐる日本の課題への知見を得ることを目的とする。 はじめに NHS制度の概要と、管理主体の保全意識と技術の向上につながる制度の特徴を整理した。それらを踏まえ、バックストンNHSとスターリング NHSを事例として具体的な運用実態を検証した。 以上より得られたNHS制度の特徴は、次のとおりである。 (1)保全目標文書(CIS)の作成過程に管理主体を関与させることで、保全意識の向上を図る。また、CISの多様かつ詳細な保全対象の設定によって、管理主体の保全意識と技術の向上を図る。 (2)事業主体である公園局の支援提供により、管理主体の保全意識を高めるとともに、力量に応じた保全技術の向上に寄与する。 (3)これらの過程に、公園局が積極的に管理主体に関与し、制度を推進している。
