Quelques jours à peine après la Conférence provinciale sur l’éducation, les deux grandes centrales syndicales québécoises présentent un important mémoire conjoint au surintendant de l’Instruction publique du Québec. Le mémoire se consacre à deux thèmes majeurs. D’une part, les centrales insistent à leur tour sur la nécessité impérieuse d’accroître la fréquentation scolaire ; c’est littéralement une question de survie pour les travailleurs qu’une économie en pleine transformation oblige à s’adapter et à apprendre de façon permanente ; en effet, constatent les centrales, mieux on est formé, mieux on réussit à s’adapter aux besoins changeants de l’économie et à conserver ses qualifications professionnelles. Pour améliorer la scolarisation de la population, notamment des futurs travailleurs, les centrales jugent nécessaire d’implanter, selon des modalités appropriées, la gratuité scolaire à tous les niveaux d’enseignement. D’autre part, les centrales réclament la démocratisation des instances dirigeant l’éducation : les parents, qu’ils soient ou non propriétaires, doivent pouvoir participer à l’élection des commissaires scolaires et il faut diversifier et rendre plus représentative la composition des comités catholique et protestant du Conseil de l’instruction publique.
