Abstract
Les universités québécoises se font aussi entendre par la commission Tremblay. Le mémoire de l’université Laval met en lumière le rôle essentiel des universités pour toutes les sociétés civilisées et particulièrement dans le cas du Canada français pour la préservation de son identité et pour sa prospérité. Le mémoire décrit les graves carences structurelles du financement des universités au Québec et les dangers qu’elles entraînent. L’un de ces dangers est l’incapacité de former, de recruter, de conserver et de soutenir un corps professoral qualifié ; il est en outre bien difficile d’offrir aux professeurs les congés sabbatiques nécessaires à leur ressourcement. L’université Laval formule donc deux recommandations majeures. D’une part, le gouvernement doit accroître substantiellement ses subventions aux universités et surtout les rendre statutaires, notamment en instituant un « Fonds provincial des universités » garantissant ces subventions annuelles statutaires. D’autre part, pour préserver l’autonomie des universités, une « Commission de l’aide aux universités » conseillerait le gouvernement dans la répartition des subventions aux divers établissements.
