Cette question a merg dans le dbat public francophone -et principalement franais - la fin de l'anne 2020 la suite d'une tribune publie par le Nouvel Observateur. Un collectif d'une soixantaine d'artistes, d'intellectuels et de spcialistes a avanc la thse, dite du pompier-pyromane , selon laquelle La guerre ne constitue pas une rponse stratgique au terrorisme. Sans tre la cause unique de celui-ci, elle alimente le phnomne qu'elle prtend combattre 1 . Il s'enuivit une controverse, plus experte , laquelle trois groupes ont particip : des chercheurs travaillant dans le domaine des tudes stratgiques, des spcialistes des tudes quantitatives du terrorisme et des spcialistes des tudes qualitatives du terrorisme. Les premiers ont critiqu la thse du pompier-pyromane , estimant que la France est attaque pour ce qu'elle est, non pour ce qu'elle fait 2 . Les seconds ont expliqu dans quelle mesure les tudes quantitatives apportent du crdit la thse du pompierpyromane 3 . Les troisimes ont galement dfendu cette thse partir de leur 1 .
