Abstract
In principle, building durability is a reasonable objective with respect to life cycle cost-effectiveness and efficient use of resources. The mandate of the National Building Code of Canada (NBC) [1], however, is to provide requirements to ensure a minimum acceptable level of health and safety for building users. In this context, durability has generally been considered beyond the scope of the Code, potentially increasing initial cost without providing identifiable health and safety benefits. Concerns have also been raised regarding possible difficulties in enforcing durability related requirements. For these reasons, inclusion of these requirements has typically been avoided. In 1992, a new standing committee was established with responsibility 5.6.1 Referenced standards and performance requirement As do other Parts of the Code, the 1995 NBC Part 5 references numerous standards. Unlike many requirements in the other Parts, however, Part 5 does not restrict the selection of materials or components to those for which standards are available. In these cases, no specific durability criteria are prescribed. For this reason, because the degree of durability provided by compliance to referenced standards is largely unknown, and because standards provide limited information on the use of the material or component within the building assembly, a more general provision is needed. The following requirement is provided: 5.6.2 Elements and deterioration mechanisms addressed The 1995 Part 5 provision addresses all materials in the assembly and specifies that all expected mechanisms of deterioration must be considered except where deterioration will not have adverse implications for building users.
