Lord Kelvin made the observation in the 1890s that ‘When you can measure what you are speaking about, and express it in numbers, you know something about it; but when you cannot measure it, when you cannot express it in numbers, your knowledge is of a meagre and unsatisfactory kind’. Kelvin's major interests were physics and mathematics, but measurement is often more difficult in other sciences, and in particular in the social sciences. Perhaps Ludwig von Mises had a point when he wrote ‘There are in the fields of economics no constant relations and consequently no measurement is possible ( Von Mises 1949 ). He might well have applied the same strictures to psychology and to some aspects of biology.
