Abstract
The Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA) for the Convention on Biological Diversity (CBD) held its seventeenth meeting (SBSTTA-17) in Montreal, Canada, on 14–18 October. Recommendation XVII/1 of SBSTTA-17 discussed the scientific and technical needs related to the implementation of the Aichi Biodiversity Targets of the Strategic Plan for Biodiversity 2011–20. Needs focus on more reliable, accessible, and affordable data; better integration of the social sciences and more effective communication; the improvement of methodologies to assess status and trends of species and ecosystems; the improvement of planning tools; better integration of science and policy; the wiser use of economic instruments; better inclusion of indigenous and traditional knowledge bases; and the maintenance, conservation, and restoration of ecosystems. Referring to Target 6 (sustainable harvest and management of fish stocks by 2020), Recommendation XVII/1 notes that a major challenge is the application of the term ‘safe ecological limits’ at population and ecosystem levels. Monitoring should focus on inland, coastal, and pelagic fisheries. Target 10 (minimization of anthropogenic impacts of coral reefs and other ecosystems impacted by climate change by 2015) centres on the identification of vulnerable ecosystems at national and regional levels using the consistent assessments of relative vulnerability to climate change. The SBSTTA recommendation also identifies needs for Target 11 (10 percent of coastal and marine areas should be conserved through systems of protected areas by 2020). Marine spatial planning tools can help meet this goal, and research must focus on the impacts of climate change on marine and coastal protected areas. Recommendations relevant to coastal areas also focus on Target 15 (restoration of at least 15 percent of degraded ecosystems to enhance carbon stocks thus contributing to climate change mitigation and adaptation). The SBSTTA notes that capacity and knowledge about the restoration of coastal and marine ecosystems is limited and encourages further development of pilot projects. Additionally, improvement of remote sensing tools for measuring carbon in aquatic ecosystems (blue carbon) is necessary.
