Les récents résultats économiques du Canada ont été meilleurs que dans la plupart des autres pays de l’OCDE. Plus précisément, et malgré l’étroitesse de l’intégration commerciale, le ralentissement de l’activité en 2001 a été de plus courte durée et la reprise qui s’en est suivie plus vigoureuse qu’aux États-Unis. Les résultats du Canada en matière de création d’emplois, exceptionnellement bons en 2002 après une simple pause l’année précédente, se sont également présentés sous un jour nettement plus favorable. Ils ont bénéficié d’un cycle d’investissement dans les TIC moins prononcé et d’un moindre impact de la baisse des cours des actions ; par ailleurs, le pays est doté d’un secteur de l’automobile proportionnellement plus important qui a profité d’une vive expansion de la demande en 2002, grâce à l’assouplissement antérieur de la politique monétaire intervenu dans les deux pays. Cela étant, ces récentes performances témoignent aussi d’une amélioration de la capacité de résistance de l’économie à des chocs externes. Cette amélioration s’explique en partie par les réformes structurelles antérieures qui ont accru la flexibilité, mais aussi par l’assainissement des finances publiques et la mise en place d’un cadre monétaire crédible dans les années 90, tous ces facteurs ayant contribué à abaisser les taux d’intérêt réels viables et ouvert la possibilité de mettre en œuvre une politique monétaire anticyclique efficace.
