Abstract
GregoryTaylor's well-researched and thought-provoking text Shut Off: The Canadian Digital Television Transition is a timely and relevant intervention in critical Canadian broadcasting policy and regulation studies.In my experience as a researcher and university professor, I am often amused at how my Canadian students dismiss Canadian broadcasting policy as a boring area of study without realizing, as Taylor notes in Shut Off, that Canadian broadcasting policy has a profound impact on "Canadian living rooms." 1 Canadian communications policy scholar Arthur Siegel notes that at the inception of Canadian broadcasting policy in 1932, "The broadcast media were expected to provide a window through which Canadians could see themselves, get to know each other and share their experiences, find out what made Canadians, and develop Canadian reference points for perceptions of the world at large." 2 Similarly, another Canadian communications scholar, Robert Babe, who writes from a political-economy perspective (as does Taylor), suggests that "Canadian public policy with regard to broadcasting has reflected a belief that broadcasting is of special significance for the survival of the nation, that it is not 'just another industry' to be governed by the forces of the marketplace.It has been seen by government as an instrument for binding the country together."3 This policy area is therefore of critical significance in Canada, and the Canadian Radio-television and Telecommunications Commission (CRTC), Canada's broadcast and telecommunications regulator with exclusive jurisdiction over the airwaves, is, in a uniquely Canadian way, a very potent but unassuming socio-economic force whose policy mandate often leads to consequences that 1 Gregory Taylor, Shut Off: The Canadian Digital Television Transition (Montréal:
