Le présent chapitre passe en revue les politiques influant sur l’environnement des entreprises au Canada et examine les mesures que l’administration fédérale et les administrations provinciales et territoriales pourraient prendre pour établir des règles du jeu plus équitables permettant aux entreprises de se concurrencer mais aussi de se montrer plus compétitives au niveau mondial en optimisant les débouchés. Plusieurs problèmes doivent être résolus. Le niveau élevé des taux marginaux effectifs d’imposition sur le capital freine les nouveaux investissements et conduit aussi à des déficiences dans l’allocation des ressources. La concurrence sur les marchés de produits serait tonifiée par la libéralisation des marchés de l’électricité ; la levée des restrictions à l’investissement étranger direct dans les télécommunications, la radiodiffusion et les transports; le démantèlement des obstacles interprovinciaux dans le secteur des services ; et la réduction des certifications professionnelles. Les systèmes de régulation de l’offre dans l’agriculture devraient être remplacés par des marchés ouverts et les aides industrielles devraient être réduites le plus possible. Les subventions croisées de l’assurance-chômage doivent faire l’objet d’un examen. La réglementation des activités bancaires et des valeurs mobilières devrait viser à une plus grande diversification et intégration des marchés, en permettant les regroupements, en assurant une concurrence efficace grâce à l’entrée de banques étrangères et en constituant un marché unique des valeurs mobilières.
