Au Québec, il existe plusieurs parcs régionaux constitués pour préserver des sites naturels et dynamiser des espaces récréotouristiques pour la population. La majorité de ces parcs appartiennent à des structures municipales et des organismes locaux se chargent de la gestion des activités. Le parc régional à l'étude connaît une problématique de développement depuis 1990. Seules les activités liées au centre de ski et à la location de salles sont dynamisées, alors qu'une partie du territoire demeure sous-utilisée et certains équipements et bâtiments sont laissés à l'abandon. Pourtant le Montjoye avait connu un dynamisme et un développement important depuis sa création avec une diversités [i.e. diversité] d'activités offertes à l'année longue. Une série d'événements a conduit à la création, en 1997, du parc régional et d'une régie intermunicipale constituée de huit municipalités pour assurer la gestion et le développement du parc. On observe au sein de ce regroupement des difficultés de cohésion, de synergie et d'entrepreneurnariat [i.e. entrepreneuriat] qui semble limiter le développement du potentiel du parc.
