Cet article interroge la croyance partagée suivant laquelle l’installation de l’Agence nationale de la recherche (ANR) en France serait tributaire d’une internationalisation néolibérale de la politique scientifique française. Pour ce faire, il met à l’épreuve deux hypothèses tirées de cette croyance : d’une part, celle d’un préjugé d’extériorité et d’incommensurabilité de cette agence vis-à-vis du champ scientifique et des fins que se donnent légitimement ceux qui y participent ; d’autre part, celle d’une conception et d’un usage de cet instrument aux fins de conformation à un agenda international empreint de pensée libérale. L’enquête ne montre qu’aucune de ces deux inférences ne s’observe. L’institutionnalisation de l’ANR et les tensions qui l’ont émaillée doivent bien plutôt à l’existence de trois motifs distincts de l’autonomie (conservateur, libéral et solidariste) qui s’affrontent au sein même de la profession académique.
