Abstract
La presente investigación nació de la necesidad de medir el impacto que ocasiona el no pago del impuesto de industria y comercio por parte de los tenderos de la zona urbana de Aguachica, Cesar. Este proyecto fue aplicado a los tenderos que poseen registro mercantil. El marco referencial estuvo encaminado a lo establecido en el Estatuto Tributario de Aguachica, las generalidades y normativa del impuesto de industria y comercio y las teorías de Adam Smith del valor y la distribución, Adolfo Wanner del derecho financiero, Harold Sommers en finanzas públicas y la teoría de la Hacienda Pública. La metodología empleada para este estudio fue de enfoque mixto (cualitativo-cuantitativo), de tipo descriptivo, con muestreo estadístico de poblaciones finitas, con un nivel de ocurrencia de 0,5, un margen de error del 10% y nivel de confianza del 90%. Los resultados arrojados fueron, la caracterización a las tiendas formales de la zona urbana de la circunscripción, el procedimiento para el registro y cobro del impuesto, el desconocimiento por parte de los tenderos del registro, procedimiento y beneficios que conlleva el pago oportuno del impuesto de industria y comercio, el deficiente control en el recaudo de la obligación por parte de la entidad territorial y los bajos recursos que este tipo de renta genera para el desarrollo de la inversión social.
