Dans la foulée des réformes engagées sous les auspices du management public (MP) et des controverses théoriques sous-jacentes, que pourraient nous apprendre les fonctionnaires africains francophones sur le MP en Afrique ? Pour y répondre, les auteurs recourent à une perspective dite des systèmes nationaux de gouvernance publique (SNGP) selon un cadrage théorique néo-institutionnel, moyennant une enquête menée entre les 22 février et 13 mars 2022 à l’aide d’un questionnaire en ligne auprès de 234 fonctionnaires pour jauger leurs réceptivités et réticences au regard des valeurs , structures organisationnelles, cadres formels d’administration et instruments managériaux associés au MP. Les répondants ciblés par l’étude œuvrent dans 15 pays de l’Afrique francophone. L’analyse des 142 réponses complètes reçues révèle des réceptivités et des réticences qui sont justifiées, de l’avis des fonctionnaires sondés, par leurs formations initiales et de courtes durées, leurs secteurs d’activités , leur ancienneté à l’emploi public et par les effets perçus des réformes associées au MP dans leurs secteurs d’activité.
