Conclusion to Welfare States in the 21st Century
Bibliographic record
Abstract
Chapter 9 presents the book's conclusion, considering the causal factors which most consistently lead to strong performance against the New Giants, and the countries which are most successful in confronting them. Highly integrative government appears in a range of solution terms, as does higher levels of tertiary education. In the chapters were lower income inequality appeared, it was also often present in solutions. Higher levels of globalization also consistently appear, but only when causal factors are also present that mitigate against its less supportive effects. Norway and Sweden appear in sufficient solutions for all of the New Giants, with Denmark and Switzerland falling only just behind. The United Kingdom appears in one solution (for Environment Degradation) only. Australia and Canada appear to be successful in relation to three of the five New Giants, but their patterns of causal factors do not appear promising in providing a template for others to follow.

Full frame distilled prediction
Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. Learned from the 10,348 direct Codex labels and 10,348 direct Gemma labels. Candidate is the union of thresholded teacher heads; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels or direct frontier model labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
score_only:v0-immature-baseline · verbatim from the scoring run: score_only means the number may rank works, and no category label ships from itClassification
machine, unvalidatedMachine predicted; a candidate call from one teacher head, not a consensus.
