Abstract
In evaluating institutions within the public sector, specifically higher education, secondary students are poorly equipped to formulate educated decisions. Without a consistent and universally recognized basis for ranking universities across borders and disciplines, public journals and magazines have entered the arena with rankings. These are hotly disputed both nationally and internationally. This paper looks at this national and international debate; specifically examining the America, Canadian, and French systems. The recommendations coming from this research are built from a corporate governance framework and include the need for multiple stakeholders to develop a globally accepted system based on rating faculties by an internationally recognized organization instead of ranking institutions by the press.
