Que faire des déchets radioactifs dont la durée d’activité se compte en milliers d’années ? La transmutation n’étant pas encore maîtrisée, restent deux options : soit prévoir un entreposage de longue durée qui, sauf catastrophe, aura un coût régulier important, soit les stocker en « lieu sûr », à 500 mètres de profondeur (projet Cigéo), ce qui implique un investissement majeur. Le choix nécessite de procéder à une évaluation socio-économique (ESE) des avantages et inconvénients de ces solutions à l’horizon de plusieurs milliers d’années, un horizon temporel particulièrement long au regard des travaux de prospective habituels. Julie de Brux, Patrice Geoffron, Pierre-Benoit Joly, Reza Lahidji, Jacques Percebois et Émile Quinet, qui ont contribué à cette ESE, exposent ici comment l’évaluation a pu être faite, en prenant en considération non seulement les perspectives économiques à très long terme, mais aussi la pérennité des institutions publiques et, plus généralement, de la société. De manière certes un peu caricaturale, deux scénarios sont esquissés, dits scénarios OK ou KO, mais encore faut-il calculer les coûts et bénéfices des deux options dans chaque cas de figure (dont la probabilité est grossièrement estimée) en utilisant un taux d’actualisation dont les auteurs expliquent le mode de calcul. L’étude ainsi menée montre que le projet d’enfouissement (projet Cigéo) est « avec un taux d’actualisation tout à fait raisonnable, le plus profitable du point de vue de la collectivité dès lors que l’on assigne au scénario KO une probabilité de réalisation d’au moins 15 % ». Un tel exercice est assurément périlleux et la méthode osée. Quelqu’un a-t-il une autre solution ? H.J.
