Abstract
En plus de sa fragilité, l’État haïtien est caractérisé d’irresponsable, car il a tendance à s’échapper et à transférer volontairement ses responsabilités vers certains acteurs et actrices comme ceux de la coopération internationale. La gestion étatique de la coopération ne se base pas sur les priorités du pays et l’État s’appuie sur un dispositif étato-externe qui le conforte dans ses irresponsabilités. Il aurait été possible de croire à un revirement de perspective quand l’État haïtien prend les mesures de réorganiser les relations de coopération en créant des institutions haïtiennes devant coordonner l’aide. Ainsi, dans un paradigme d’action publique, l’uniformisation et la planification sont des éléments clés dans l’approche de l’État. Cependant, dans cette recherche, en analysant les relations entre l’action publique et la gestion de projet, des enjeux au niveau de la coordination nationale des projets dans l’État extrêmement « fragile » et « irresponsable » d’Haïti ont été soulevé. En effet, une ambivalence s’impose, c’est-à-dire une capacité de l’État de ne pas aller au bout de ses engagements mais aussi ce même État fait preuve d’une certaine efficacité et productivité. Cet article entend analyser ces deux tendances dans la gestion des projets financés par le fonds PetroCaribe.
