Créé en 1973 avec la mission de défendre la liberté de presse et le droit du public à une information de qualité, le Conseil de presse du Québec (CPQ), instance d’autorégulation médiatique tripartite, vit, dès ses débuts, une relation complexe avec les journalistes et les entreprises de presse. Conseil de presse le plus actif au Canada depuis sa fondation, cet organisme se heurte à des contestations qui semblent s’être exacerbées au cours des 15 dernières années, dans un contexte où les médias font face à une crise structurelle sans précédent, liée notamment à la concurrence des grands acteurs du numérique qui engendrent de nouveaux défis pour l’encadrement juridique et déontologique des médias. Cet article revient sur ce contexte et aborde diverses crises vécues par le CPQ, qui démontrent la fragilité de l’organisme, avant d'explorer des pistes de solutions afin de régler les conflits intestins l’empêchant de réaliser pleinement son mandat et, plus largement, de proposer des solutions pour repenser l’encadrement de la presse dans la province.
