Cette recherche a pour objectif d’identifier les déterminants de la vulnérabilité économique pour les collectivités du Québec. Nous explorons d’abord le concept de vulnérabilité dans son ensemble, avant d’analyser celui de la vulnérabilité économique. Ensuite, c’est une recension des méthodes servant à mesurer la vulnérabilité économique qui est réalisée. Suite à cette recension, nous
\nconstatons que certaines lacunes existent dans les mesures classiques. En effet, le choix des variables n’a jamais été validé empiriquement et certaines mesures et variables confondent la vulnérabilité avec les conséquences d’un choc économique. Afin de corriger certaines de ces lacunes, le présent travail développe un nouveau cadre d’analyse permettant d’identifier les déterminants de la vulnérabilité
\néconomique pour le Québec. Plutôt que de construire une mesure uniquement à l’aide de variables macroéconomiques, des microdonnées sont utilisées afin de mesurer la vulnérabilité économique. Cette mesure se fait par le biais de l’évolution de la situation d’emploi de la population. Le fait d’utiliser ces données nous permet de mesurer les chocs économiques grâce aux réactions qu’ont les individus
\nsuite à ceux-ci. Ensuite, à l’aide d’analyses de régression, nous regardons quelles caractéristiques
\nindividuelles et géographiques influent sur ces comportements. Nos résultats montrent que la plupart des variables choisies dans les mesures classiques sont
\nadéquates. Par exemple, la scolarité de la population a bel et bien un impact positif sur la vulnérabilité économique. Cependant, ces résultats mettent en lumière un élément dont les méthodes classiques ne tiennent pas compte. Nous constatons que les variables individuelles ont un effet prédominant sur la vulnérabilité économique. Ceci nous indique donc qu’il serait important d’accorder un poids plus
\nimportant aux caractéristiques individuelles lors de la construction des indices. Finalement, les résultats
\npermettent de mieux comprendre les choix de localisation des individus scolarisés. En effet, les résultats suggèrent que ces individus se localisent en ville et que leur présence fait diminuer la vulnérabilité. D’ailleurs, malgré le fait que l’on contrôle pour la structure industrielle de l’économie et la composition de la population, on voit que la dynamique urbaine a tout de même pour effet de faire
\ndiminuer la vulnérabilité économique des collectivités <br /><br /> The objective of this research is to identify the determinants of economic vulnerability for Quebec communities. We first take a look at the concept of vulnerability as a whole, then we focus on economic vulnerability. After that, we review the methods used to measure economic vulnerability. Following this review, we find that some flaws are present in traditional measures. Indeed, the choice of indicators has never been validated and some measures and variables confuse vulnerability with the consequences of economic shocks. In order to correct some of those issues, this research presents a new theoretical framework which allows us to identify economic vulnerability’s determinants for Quebec communities. Instead of building indices using only macroeconomic variables, we use individual microdata to measure economic vulnerability. We do so using the evolution of the population’s employment situation. This evolution reflects economic shocks since we know that workers react to those shocks by moving or changing employment. Whether or not a worker can find a job in his/her community of origin
\nis an indicator of its vulnerability. Using regression methods, we then identify individual and geographical characteristics that are related to those reactions.
\nOur results show that most of the variables used in traditional measures are well chosen. For example, the education level of the population has a certain positive impact on economic vulnerability. But our results highlight the fact that traditional methods do not give a lot of importance to individual characteristics although these characteristics have a larger impact on vulnerability than geographical characteristics. This indicates that we should give more importance to these individual-level variables in
\nfuture measures. Our results also help us understand the location choices of highly educated people. We see that they tend to locate in big cities and that their presence reduces economic vulnerability. Furthermore, even though we control for industrial structure and population composition of the community, we see that urban dynamics lower economic vulnerability.
