Abstract
La loi du 10 juillet 1964, votée sous le gouvernement Pompidou et portant réorganisation de la région parisienne, conduit à la création de sept départements (Paris, Hauts-de-Seine, Seine-Saint-Denis, Val-de-Marne, Essonne, Yvelines et Val-d’Oise) et à la disparition de la Seine et de la Seine-et-Oise. S’ensuivent le choix des chefs-lieux et la construction de nouvelles préfectures dont celles de la petite couronne à Bobigny, Créteil et Nanterre. Cet article se propose d’étudier la capacité des projets à exprimer le pouvoir de l’État et à créer un cadre adéquat pour offrir un service public de proximité en prenant en compte l’interprétation des programmes faite par les architectes (respectivement M. Folliasson et J. Binoux ; D. Badani et P. Roux-Dorlut ; A. Wogenscky), les moyens architecturaux de l’époque et d’autres facteurs qui peuvent avoir un impact sur la perception des édifices. En amont des projets : la volonté de la maîtrise d’ouvrage, la nature des programmes, le choix des sites et la qualité des environnements urbains. En aval : les changements subis par les édifices et leur entretien. Ces analyses seront enfin confrontées à la réception du public aujourd’hui (agents, usagers, riverains).
