Cultura policial militar e direitos humanos: propostas de abordagem de solução

Abstract
O presente artigo tem por objetivo investigar a lacuna causada pela inflexão entre a cultura policial versus o respeito aos direitos humanos. A partir de evidências empíricas, trata da potencial resistência de policiais aos direitos humanos. Essa observação inicial indica que esses processos culturais têm uma tendência a se retroalimentam, fazendo com que até mesmo os novos policiais passem a potencialmente rejeitar direitos humanos. No estudo, tenta-se responder aos questionamentos como conciliar o tema com os policiais mais antigos (e principalmente aqueles submetidos à dinâmica das ruas), que conduz o profissional a desacreditar os direitos humanos. Do mesmo modo, como romper o ciclo cultural que envolve a sociedade como um todo, pautada na lógica de que “bandido bom é bandido morto”. Integrando parte desse processo de reflexão, o artigo procede a uma análise de ambiente na Polícia Militar do Paraná, por meio de uma matriz SWOT, ferramenta utilizada para traçar as estratégias de solução do problema da Corporação, por meio de quatro abordagens específicas.
