A lawyer and a well-known labour arbitrator, he is also a trained historian with a master's degree in history and a law doctorate in legal history.He deals with the law on a daily basis, and he continues to research and write history, publishing first-class work at a pace that puts law school professors and academic historians to shame.He is, above all, a superb researcher, a scholar with the ability to find the documents that cast light on a story and the knack for getting the key participants in events to talk to him.Good scholars have this talent, but only a first-rate legal historian has the training to make sense of the complicated manoeuvres that play out in our courts and, quite often, in corporate boardrooms, police strategy sessions, the Justice Department, and the Prime Minister's Office.Kaplan's book on the Airbus affair, Presumed Guilty: Brian Mulroney, the Airbus Affair, and the Government of Canada, published in 1998, was precisely the kind of book that showcased Kaplan's strengths.He won the cooperation of former prime minister Brian Mulroney and had unprecedented and unlimited access to Mulroney's files.He secured the cooperation of Mulroney's legal counsel as the former Progressive Conservative leader battled -ultimately with success -the Government of Canada and the RCMP to clear his name of the charge that he had been bribed.He talked to Mulroney's friends and allies.But Kaplan didn't stop there.As good historians must, he sought access to government documents and to those individuals pressing the government case.He was surprisingly successful.Presumed Guilty sets out what Kaplan found.Despite the stories of sleaze and cronyism retailed in 1994 by journalist Stevie Cameron in her book On the Take: Crime, Corruption and Greed in the Mulroney Years, Kaplan found that Mulroney was innocent, exactly as he
