Disputes about the environment are often carried on at the top of our voices.Industry can always find reasons to justify its undertakings.Environmentalists can always find reasons to challenge industry's motives.One side regards its activities as essential to progress and economic well-being, the other feels a solemn duty to oppose industrial development that it regards as degrading the natural world.Disputes over water, climate change, pesticides, parks, and a multitude of other subjects occupy us and preoccupy us.As they should.For in the twentyfirst century these issues will loom ever larger.Especially, perhaps, for Canadians.We are a prosperous, educated people, with stewardship of a northern land mass that reaches from the Atlantic to the Pacific to the Arctic.But we often do not speak with any real knowledge of the environmental regime already in place in Canada.For that regime may be required to be enforced, or improved, or reconsidered altogether.David Boyd in this book gives us a complete account of that regime -federally and provincially -as it applies to water, air, land and resources, and flora and fauna.If that were all that he had done in this book, it would be a notable achievement.But he has gone on to provide a powerful analysis of the weaknesses of our environmental regime.His underlying concern is that current rates of consumption of energy and resources together with population growth lead necessarily toward environmental degradation, and that our legal regime, since it does not address these causes, has a limited ameliorative effect.It addresses only the symptoms.David Boyd has given us a road map in which the underlying issues are considered.And he has reminded us that we are not only citizens of Canada but also citizens of the world.Can we alter our environmental regime so as to come to grips with these root causes?Only if we do so can we create a model of sustainability.And this means a reconsideration of the idea of unceasing growth.David Boyd has examined our condition, given us a diagnosis, and written a prescription for a sustainable future.The doctor is in.
