Les recherches récentes ont porté sur la manière dont les mécanismes de coordination sont mis en œuvre par les organisations publiques, et se sont concentrées particulièrement sur l’analyse de la coordination en tant que processus. Cet article étudie le processus de coordination qui a abouti à la mise en place de Chorus, le système d’information financière interministériel de l’État central français. Chorus constitue un cas de processus de coordination délicat, dont le succès était peu probable dans le contexte de l’administration napoléonienne française. Chorus a pour objectif de connecter tous les services administratifs des ministères à un seul système d’information partagé, alors que les ministères utilisaient précédemment leurs propres systèmes et applications. En prenant appui sur la littérature qui porte sur les mécanismes de coordination, et en se concentrant sur le rôle des institutions existantes et des acteurs impliqués, l’analyse développée dans l’article aboutit à deux résultats. D’abord, l’AIFE (Agence pour l’informatique financière de l’État), l’organisation chargée de la mise en œuvre de Chorus, a piloté le processus en développant une stratégie interministérielle progressive basée sur une logique de réseau. Deuxièmement, la coordination pilotée par l’AIFE a permis de transformer les structures financières et comptables de l’État français grâce à un processus de changement graduel. Ainsi, l’article contribue à l’analyse empirique des évolutions que connaissent les administrations publiques vers le développement d’une coordination accrue au niveau central en étudiant une des réformes récentes en France et ses résultats.
