Abstract
본 논문은 NGO들의 영향력행사를 성공하게 하는 주요 조건을 분석하고자 하였다. 오늘날 국제정치는 더 이상 국가들만의 전유물이 아니다. 국가이외에도 개인이나, 기업체, 사회운동단체, 또는 국제기구 등과 같은 여러 종류의 소위 “비국가 행위자들(non-state actors)"의 결정이나 행동들이 국제정치의 전개 및 변화에 중요한 변수로 작용하고 있다. 이들 비국가 행위자들 중 최근 가장 두드러지게, 크고 다양한 활동을 하고 있는 것이 NGO들이다. 따라서 이틀 NGO들이 구체적으로 “언제” 그리고 “어떻게” 국제정치에 영향을 미치는 가를 살펴보는 일은 상당히 흥미롭고 의미있는 일이라고 할 수 있다. 여러 가지 이슈영역과 가버넌스 수준에서 이루어지고 있는 NGO들의 역할과 영향력 행사 중에서, 본 논문은 환경NGO들이 국제환경조약의 성공적인 체결을 위해 펼친 정책옹호활동을 주요 분석대상으로 삼았다. 즉, 오존충 파괴방지를 위한 몬트리얼의정서(1987)와 지구온난화 방지를 위한 UN기후변화기본협정(1992)의 성공적인 체결을 위해 미국의 주요 환경NGO들이 자국정부를 상대로 펼친 정책옹호활동을 비교분석함으로써, NGO 활동의 성패를 결정짓는 주된 요인들을 찾고자 했다. 사례의 비교분석에서는 정치학의 다원주의 이익집단이론, 사회학의 자원동원 사회운동이론과 정치과정적 사회운동이론 등에서 가설을 도출한 후 검증을 시도하였다. 분석의 체계성과 객관성을 높이기 위해 사례에 관한 세밀한 문헌분석과 아울러, 두 조약의 협상기간 동안 뉴욕 타임즈지가 보도한 해당이슈와 관련된 사건들에 대한 내용분석을 가미하였다. 사례에 대한 비교분석을 해본 결과, NGO들의 인적 및 물적 자원요인 보다는 정치적 기회구조 요인이 NGO 정책옹호활동의 성공과 실패를 결정짓는데 보다 큰 영향을 미치는 것으로 나타났다. 분석결과를 바탕으로 향후 NGO들의 좀 더 효과적인 정책옹호 활동을 위한 전략적 제언으로 결론을 맺었다. This paper attempts to analyze the main determinant factors of successful NGO influence in world politics. Given the growing role and impact of NGOs in world affairs, it is interesting and important to specify the major conditions under which the NGOs make differences in world politics. Among many different areas and levels of NGO involvement in world politics, this paper focuses largely on examining policy advocacy activities of the U.S. environmental NGOs to shape their government's policy regarding two international environmental treaties - the Montreal Protocol (1987) for ozone layer protection and the UN Framework Convention on Climate Change (1992). Drawn mainly from three bodies of academic literature, this paper probes two major factors that can condition the efficacy of NGO policy advocacy. The first factor, suggested by the pluralist interest group theory and the resource mobilization theory of social movements, concerns human and organizational resources of NGOs. The second factor is what the political process theorists of social movements call "political opportunity structure," which means a configuration of allies and opponents within policy networks concerning the given issue. The analysis shows that while the resource factor has not much affected the efficacy of NGO advocacy reflected in the two environmental treaties, the configuration of allies and opponents played a crucial role. Based on these findings this study makes some practical suggestions for more effective future NGO policy advocacy.
