L’Outaouais : entre région périphérique et région sous influence métropolitaine

Abstract
En 2019, l’Assemblée nationale du Québec a adopté une motion reconnaissant la situation particulière de l’Outaouais. Notre objectif, dans ce texte, est d’expliquer la raison d’être de ce statut particulier revendiqué par les acteurs régionaux de l’Outaouais. Pour ce faire, nous montrons que ce statut est en partie une réponse au caractère hybride de la région, que le modèle centre-périphérie ne peut totalement exprimer. La dynamique métropolitaine créée par la capitale fédérale affecte profondément la répartition des activités et des richesses sur le territoire régional. Le clivage existant entre un Outaouais urbain et périurbain, et un Outaouais plus rural, a toutefois été récemment « retravaillé » par une mobilisation régionale qui cherche au contraire à faire advenir une communauté d’intérêts partagés. Le Front régional Outaouais (FRO) propose ainsi de dépasser les clivages territoriaux par-delà les spécificités municipales, mais aussi d’adopter une approche globale de développement dépassant les secteurs traditionnels de politiques publiques.
