Russia’s Social Gospel: The Orthodox Pastoral Movement in Famine, War, and Revolution. <i>By Daniel Scarborough</i>

Abstract
In 1891–1892, as famine devastated seventeen provinces of the Russian Empire, the Holy Synod of the Russian Orthodox Church called on the parish clergy to use their trusteeships for poor clergy to distribute aid not just to starving clergy but also to parishioners in affected dioceses and to organize further fundraising. In this book, Daniel Scarborough suggests that the clergy’s ready response to this call, and their activism during later humanitarian crises during the revolution of 1905 and World War I, led to the emergence of a lively pastoral social movement. This movement both reflected and fostered a shift from a caste-like service estate mentality among priests to a professional one, oriented toward the broader society. The pastoral movement, he contends, critically shaped the “church revolution” of 1917–1918, which sought to reconstruct Church governance according to elective, socially inclusive, and conciliar principles. Scarborough concentrates on the various clerical self-help associations including pension funds and associations to raise money for clerical widows and orphans or to fund schools for children of the clerical estate. Using case studies from Tver’ and Moscow dioceses, he shows how, after 1891–1892, the clergy gradually reoriented their inward-focused mutual-aid networks in part toward the needs of the broader society and increasingly integrated parishioners into these networks, resulting in a concomitant shift in the focus of their activities. When the imperial regime collapsed in early 1917, a series of lively diocesan congresses and the first All-Russian Church Council in over two hundred years brought together laity, parish clergy, and the monastic hierarchy to reconstruct Church governance. The parish clergy, Scarborough contends, fundamentally shaped the conciliar movement of 1917–1918, drawing on the social capital and ethos developed through charitable work to try to integrate the Church as a society without destroying the canonical structure that preserved their status as ordained pastors.
