A infraestrutura escolar e a educação física: o jugo das políticas educacionais de financiamento

Abstract
O objetivo da pesquisa foi estudar a influência dos recursos econômicos na infraestrutura escolar utilizada pelo componente curricular Educação Física, em cinco escolas públicas municipais dos anos finais do ensino fundamental, da cidade de Armação dos Búzios-RJ, Brasil. A fundamentação teórica da presente investigação possui como alicerce epistemológico o fenômeno da infraestrutura escolar, que será discutido à luz do materialismo histórico-dialético, tendo como contributo a concepção crítico-superadora da Educação Física. Foi utilizada uma metodologia qualitativa (GIBBS, 2009), no formato de estudo de casos múltiplos (YIN, 2001), com os dados sendo apreciados pela análise de conteúdo (BARDIN, 2011). Como técnica de recolha dos dados foram aplicadas entrevistas semiestruturadas a cinco diretores escolares. A análise de conteúdo nos fez chegar a três categorias: recursos econômicos, procrastinação e investimentos. Os resultados apontam graves distorções e diferentes realidades em relação as políticas de educacionais de financiamento da educação básica das cinco escolas públicas municipais investigadas. Conclui-se que apenas três escolas possuem recursos econômicos oficiais, provenientes de repasses de verbas de programas do governo federal, como o Programa Dinheiro Direto na Escola – PDDE. Por outro lado, outras duas escolas utilizam verbas provenientes de cantina escolar e contam com medidas paliativas e esporádicas da Secretaria Municipal de Educação – SEMED.
