Abstract
Notre recherche prend son ancrage dans une enquête sociologique consacrée aux « centres culturels », des structures nées en Belgique (plus précisément en Fédération Wallonie-Bruxelles) au début des années 1970 et ayant pour mission de soutenir l’objectif étatique de décentralisation culturelle. S’il semble aujourd’hui pertinent d’étudier ces lieux pour explorer le renouvellement de la citoyenneté culturelle, c’est en raison de l’évolution du secteur : depuis 2013, une réforme y impose la « participation citoyenne » dans l’espoir de régénérer les rapports institution-population. Dans cet article, nous proposons d’envisager les effets de cette impulsion des pouvoirs publics sur le travail culturel de proximité. Trois étapes structureront notre réflexion : il s’agira (1) d’interroger la particularité d’une offre participative qui s’inscrit dans un cadre législatif et donc contraignant; (2) de comprendre comment les professionnels du secteur la configurent et lui donnent du sens différemment; et (3) d’analyser les enjeux sociaux et politiques des différentes pratiques participatives. Nous avons l’ambition d’éclairer la façon dont une certaine conception de la participation citoyenne permet, au sein des institutions culturelles, de lutter contre l’exclusion, les inégalités et la discrimination.
