ECOLOGICAL INDEX IN URBAN PLANNING – RESPONDING TO OVERBUILDING AND CLIMATE CHANGE

Abstract
Due to the fact that extremely intensive construction is present in Belgrade, with signs of such increased development in other cities of Serbia too, the environment is becoming more and more polluted, and the urbanspaces are becoming more and more uncomfortable for people to live. The speed of concrete replacing existing green areas is very worrying since climate change has become rather noticeable, especially when it comes to water, soil and air. Similar problems associated with rapid urban development could be found in other cities in the near past, such as Berlin, London, Toronto and others, and a possible solution or at least mitigation of the consequences of the mentioned development was found in urban planning. Namely, as a response to climate change, these cities have introduced a new ecological index, i.e. an indicator of ecological comfort within a plot of land for each new construction. This paper will show and explain the aforementioned index, i.e. its application in different cities, but also the possibility of introducing this parameter in our area as well. The importance of the new urban parameter will be shown through a case study - a comparative analysis of the plot, i.e. planning according to existing parameters and planning with the inclusion of the ecological index. As the environment concerns all citizens, it was proposed that the ecological index, which is mentioned in the PGR of the system of green areas from 2019, be supplemented and legislated as such, thus preventing further irresponsible construction and influencing the formation of healthy and comfortable urban spaces. Also, a proposal for the introduction of a mandatory ecological comfort study will be presented, as a way to evaluate each plot/area planned for new construction with the help of new urban planning parameters.The aim of this work is to point out the increasingly present problem of overbuilding and the disappearance of green areas in cities, but also a proposal, viewed in a certain way by experts in the field of architecture, to improve the current situation and city planning in accordance with the sustainability strategy
