Дээд боловсрол нь хөдөлмөрийн зах зээлийн хэрэгцээнд нийцүүлэн хүний нөөцийг хөгжүүлэх, технологийн дэвшлийг хангах нэн чухал хөшүүрэг болж, энэ утгаараа тухайн улсын эдийн засгийн өрсөлдөх чадварыг тодорхойлох гол талбар болж байна. Иймээс улс орнууд дээд боловсролын чанарыг сайжруулах олон хувилбарт хандлагыг хэрэгжүүлж байна. Дээд боловсролын чанарын үнэлгээний олон хэлбэрийг хослуулан хэрэглэх нь нийтлэг хандлага болж байна. Дээд боловсролын чанарын үнэлгээ нь тухайн орны боловсролын удирдлагын бодлого, Засгийн газар болон дээд боловсролын байгууллагын түншлэл, санхүүжүүлэлтийн механизмаас хамаарч өөрийн онцлогтой байна. Гадаад орнуудын дээд боловсролын чанарын үнэлгээний систем, туршлагыг Монголын тогтолцоотой харьцуулан судлах нь монголын дээд боловсролын чанарын үнэлгээний тогтолцоо, механизмыг боловсронгуй болгоход нэн ач холбогдолтой юм. Даяаршлын эринд дээд боловсрол нь улс орны өрсөлдөх чадварыг тодорхойлох нэн чухал хүчин зүйл болж байна. Эдийн засгийн өрсөлдөх чадварыг дээшлүүлэх, мэдлэгт суурилсан эдийн засгийг хөгжүүлэхэд шинжлэх ухаан, өндөр технологи болон чадварлаг мэргэжлийн боловсон хүчин шийдвэрлэх үүрэг гүйцэтгэх боллоо.
