Abstract
A près deux années exceptionnelles en 2017 et en 2019, où les inondations furent historiques à bien des égards dans plusieurs régions du Québec, les deux dernières années ont surtout été marquées dans l'imaginaire collectif, et dans nos vies de tous les jours, par une crise planétaire sans précédent reliée à la pandémie de COVID-19.Toutefois, 2020 et 2021 n' ont pas fait exception en termes d' occurrence d'inondations au Québec, comme ce fut le cas par exemple en décembre 2020 en Gaspésie et dans la région de Québec, voire dans d'autres régions canadiennes comme à l'automne 2021 avec les inondations catastrophiques survenues en Colombie-Britannique. Tout ceci s'inscrit dans un contexte où les changements climatiques récents se généralisent, sont de plus en plus rapides et s'intensifient.Ces changements sont sans précédent depuis des milliers d'années, comme le confirment le dernier rapport du Groupe d' experts intergouvernemental sur l' évolution du climat (GIEC) et le plus récent état du climat global en 2021 publié par l'Organisation météorologique mondiale (OMM).L'accélération du cycle hydrologique planétaire
