Abstract
В статье освещены вопросы развития агропромышленного комплекса (АПК) мировых стран-аграриев и Республики Казахстан. Авторами изучены основные направления и приоритеты государственной поддержки аграрного сектора в зарубежных странах. Раскрываются особенности системы государственного регулирования отраслей АПК в таких странах, как США, Канада, Дания. Исследуются ключевые факторы успешного развития сельскохозяйственной сферы ведущих мировых стран-аграриев. Наряду с анализом программ государственной поддержки отраслей АПК, которые действуют в этих странах, исследуются различные механизмы, при помощи которых государство может влиять на деятельность сельхозфермеров. Результаты исследования показывают, что помимо общих мер поддержки сельского хозяйства, есть ряд аспектов аграрной политики, которые могут быть изменены и адаптированы в соответствии с долгосрочными стратегическими целями. Сделаны выводы о важности государственного регулирования аграрного сектора страны для обеспечения продовольственной безопасности, создания благоприятной ситуации для экспорта сельхопродукции на внешние рынки, инновационного развития отрасли на основе подготовки высококвалифицированных специалистов, повышения финансовой устойчивости сельхозтоваропроизводителей. Изучение системы государственной поддержки АПК в зарубежных странах показало, что существующие меры разнообразны, среди которых актуальны субсидирование и вложение инвестиций в аграрную сферу. The article highlights the issues of the development of the agro-industrial complex of the world's agrarian countries and in the Republic of Kazakhstan. The authors have studied the main directions and priorities of state support for the agricultural sector in foreign countries. The features of the system of state regulation of agricultural industries in countries such as the USA, Canada, Denmark are revealed. The key factors of the successful development of the agricultural sector of the world's leading agricultural countries are investigated. Along with the analysis of state support programs for agricultural industries that operate in these countries, various mechanisms by which the state can influence the activities of agricultural farmers are being investigated. The results of the study show that in addition to general measures to support agriculture, there are a number of aspects of agricultural policy that can be changed and adapted in accordance with long-term strategic goals. Conclusions are drawn about the importance of state regulation of the agricultural sector of the country for ensuring food security, creating a favorable situation for the export of agricultural products to foreign markets, innovative development of the industry based on the training of highly qualified specialists, increasing the financial stability of agricultural producers. The study of the system of state support for agriculture in foreign countries has shown that the existing measures are diverse, among which subsidies and investments in the agricultural sector are relevant.
