While urban government in Canada is no longer the focus of a federal government department, a great deal of attention has been directed to urban problems in the past two decades. Most of that attention has been at the provincial level where the financial relationships between municipalities and the provincial governments have been of prime importance. Since there are ten provinces and two territories in Canada, each with their own municipal organization, it is difficult to generalize about the relative importance of differing aspects of local government finance in Canada. This chapter looks at one aspect of Canadian local finance, the revenue base of the municipalities and the arguments for introducing user charges as a means of augmenting the local fisc.
