L’OCDE travaille depuis plus de vingt ans sur les politiques de l’économie sociale et solidaire (ESS), notamment en collaboration avec l’Union européenne. En 2020, l’OCDE a lancé l’Action mondiale « Promouvoir les écosystèmes de l’économie sociale et solidaire », financée par l’instrument de partenariat étranger de l’Union européenne, afin de soutenir son développement et son internationalisation. L’Action s’est concentrée sur deux leviers politiques essentiels qui peuvent contribuer à libérer le potentiel de l’économie sociale et solidaire, à savoir les cadres légaux et la mesure de l’impact social, en plus d’autres leviers d’un écosystème politique solide. Elle a rassemblé des partenariats internationaux d’apprentissage par les pairs afin de partager les bonnes pratiques, de produire des statistiques internationales et d’approfondir des thèmes particuliers (par exemple, l’internationalisation et les marchés publics sociaux), ainsi que des groupes particuliers (tels que les jeunes dirigeants des entreprises sociales, les femmes et les réfugiés). Les pays visés par l’Action comprennent tous les États membres de l’UE et six pays non-membres de l’UE (Brésil, Canada, Corée, Inde, Mexique et États-Unis).
