Center Right and Center Left in Turkey in the Context of Populism: An Analysis of Menderes and Ecevit’s Political Discourses

Abstract
Popülizm, toplumun yozlaşmış elitler ve erdemli halk olarak iki karşıt homojen kampa ayrıldığını ve toplumdaki hâkim mücadelenin de temelde bu iki kamp arasında cereyan ettiğini ileri süren bir kavramdır. Küresel ölçekte popülizmin ilk olarak 19. yüzyılın ikinci yarısında ABD ve Çarlık Rusya’sında ortaya çıktığı bilinmekle birlikte, Türkiye’de ise bu fenomenin gündeme gelmesi 1908’de II. Meşrutiyet’in ilanı sonrası entelektüel popülizm evresi olarak anılan dönemde olmuştur. 1945’te çok partili hayata geçiş ve 1946’da Demokrat Parti’nin kurulması ise günümüze değin sürecek olan siyasal popülizm evresinin temellerini atmıştır. Bu tarihten itibaren popülizmin temel argümanı olan yozlaşmış elitler ve erdemli halk arasındaki mücadele savı, siyasal aktörlerin söylemlerini hızla etkisi altına almıştır. 1950 genel seçimleriyle birlikte merkez sağın iktidar koltuğundaki ilk sözcüsü haline gelen Menderes kendi popülist söylemini kurarken Kemalist sivil-asker bürokratik elitler ile erdemli halk arasında bir antagonizmaya gitmiş ve milli iradecilik fikrini siyasal alana güçlü bir şekilde sokmuştur. 1972 yılında genel başkanlık koltuğuna oturan Cumhuriyet Halk Partisi lideri Ecevit ise merkez sol popülizmin ilk örneklerini vermiştir. Ecevit, popülist antagonizmayı ezen-ezilen ve sömüren-sömürülen biçiminde ele alarak halkı ezilen ve sömürülen kesimlerin altında tariflemiş, halk iktidarı çağrısını ön plana almıştır. Her iki lider de iktidar mücadelesinde kendi ideolojik perspektiflerinden popülist söyleme başvurmuş, halef siyasi hareketlere ve aktörlere örnek teşkil etmişlerdir. Bu kapsamda, Menderes ve Ecevit’in söylevleri özelinde, Türkiye’de siyasal popülist söylemin merkez sağ ve merkez sol olarak iki karşıt ideoloji tarafından nasıl kullanıldığının ampirik yönden ortaya konulması bu çalışmanın temel amacını oluşturmuştur. Çalışmada Menderes’in 1957; Ecevit’in ise 1977 genel seçimleri münasebetiyle verdikleri söylevler, nitel araştırma yöntemlerinden içerik analizi ve söylem analizi vasıtasıyla incelenmiştir. Menderes’in sağ ideolojik, Ecevit’in sol ideolojik çerçevede popülist söylemi yoğun olarak kullandıkları görülmüş; Menderes’in milli irade, Ecevit’in ise halk iktidarı çağrısını popülist söylemlerinin başat unsuru kıldıkları sonucuna ulaşılmıştır.
